fix(docker): add validate_release_env.py to API image

CI/CD Pipeline / Validate Code Quality And Tests (pull_request) Failing after 189h37m41s
deploy-production.sh runs validate_release_env.py inside the API
container before alembic upgrade. The script was missing from the
image because api.Dockerfile did not COPY scripts/. This caused
production deploy to fail with:
python: can't open file '/app/scripts/validate_release_env.py': [Errno 2]

- 创建 infra/docker/api.Dockerfile 用于 FastAPI 应用
- 创建 infra/docker/worker.Dockerfile 用于 Celery Worker
- 使用 python:3.12-slim-bookworm 作为基础镜像
- Worker 包含 ffmpeg 和 opencv 依赖（用于视频处理）
- API 包含 PostgreSQL 开发库（用于 psycopg2 编译）
- 分离镜像减少不必要的依赖
