ci: add CI/CD pipeline configuration
- Add Gitea Actions workflow
- Stage 1: Code quality check (black, isort, mypy, flake8, bandit)
- Stage 2: Automated testing (unit + integration tests)
- Stage 3: Build backend Docker images
- Stage 4: Build frontend static assets
- Stage 5: Deploy to staging (develop branch)
- Stage 6: Deploy to production (main branch)
Also add Git workflow documentation.
