Root cause: port 8092 was occupied by CMS nginx vhost, which proxied /api/ to CMS backend (port 8091) instead of staging API (port 8000). P4000 PUT requests to relay endpoint returned 404. Fix: Added /api/v1/internal/gpu-relay/ location block to CMS 8092 server block, proxying to staging API on port 8000.
