FastAPI 不允许 status_code=204 同时指定 response_class=Response，
导致 API 容器启动时 AssertionError 不断重启。

- 修正 celery app 路径错误（app.celery_app → worker_app.celery_app）
- celery inspect ping 依赖 broker 连接，容器内不可靠
- 改用 pgrep -f 'celery.*worker' 进程检查，更稳定
- 调整 start_period 为 30s（与 API 容器保持一致风格）
