P2 收尾

  • 029832f1 新增剪辑计划时间线场景 API（GET /edit-plans/{id}/timeline）
    • 前端 GeneratePage 需要此 API 获取时间线数据
    • 当前返回空列表（待后续持久化）

PR #181 已合并的内容：

  • P0 安全修复（4项）
  • P1 代码修复（4项）
  • P2 代码修复（4项：except:pass清理、SVG禁用、decode_token_unsafe删除、/ready简化）
  • 前端 Mock 替换
  • 代码精简

本 PR 补齐：
