chore(ci): 升级migration验证,新增4项检查 (#451)
#451 数据库迁移检查升级

新增5项完整检查:
1. 命名规范检查(文件名格式/编号连续/revision一致性)
2. 链完整性检查(revision/down_revision链)
3. upgrade head(原有逻辑)
4. downgrade -1 + re-upgrade(双向一致性)
5. alembic check(未生成migration的model变更检测,警告模式)
