CI Test 4812249e4e fix(docker): add validate_release_env.py to API image ...

deploy-production.sh runs validate_release_env.py inside the API
container before alembic upgrade. The script was missing from the
image because api.Dockerfile did not COPY scripts/. This caused
production deploy to fail with:
  python: can't open file '/app/scripts/validate_release_env.py': [Errno 2]
