- 移除 Prepare git for migration diff step（git init+fetch+diff方案在host runner上不稳定）
- check_migration_safety.py 改用 Gitea Contents API 对比 develop 分支迁移文件列表
- 轻量可靠：1-2秒完成，不依赖git，不会卡住
- API失败时自动降级为全量检查
