- 删除11个旧路由文件（edit_plans*.py）
- 删除7个对应API测试文件
- 从router移除 /edit-plans 路径注册
- Pydantic schemas 已迁移到 templates_editor.py
- 移除 deprecated_edit_plans_api helper
- 保留 EditPlanService 服务层及数据模型（模板编辑器仍在使用）
