fix: P0-1 生成接口加错误处理 + P0-2 Celery任务失败更新状态
P0-1: edit_plans.py generate 端点加 try/except,捕获异常返回明确错误信息和状态码
P0-2: worker.render_edit_plan 失败时更新 GenerationTask 状态为 failed,记录错误信息

- 新增 3 个 P0-1 单测 (TestGeneratePlanErrorHandling)
- 新增 6 个 P0-2 单测 (TestRenderEditPlanFailureUpdatesGenTask)
- 全部 25 个测试通过,black + isort 格式化
