ci: 所有workflow的checkout加重试机制+修复PG端口冲突

- 3个workflow共8个checkout步骤全部添加5次指数退避重试（解决500问题）
- ci-cd.yml PostgreSQL服务端口从5432改为5433（避免与宿主机PG冲突）
- DATABASE_URL同步更新为5433端口
