fix(ci): 修复 ci-pipeline.yml 触发器被误改为 'true:' 导致 push 事件不触发 CI

YAML 1.1 把未加引号的 on 解析为布尔 true，之前用 PyYAML dump/字符串替换时意外把顶层 'on:' 写成了 'true:'，导致 push 到 develop 后 CI 完全不触发， staging 一直停留在旧版本 410487fe。恢复原始的 on: 结构和 tags/schedule 格式（参照 410487fe 最后可用版本）。
