fix(ci): ci-base镜像添加curl，修复checkout步骤静默失败

ci-base镜像缺少curl导致checkout步骤(curl|bash)静默失败，所有后续步骤因代码未检出而失败。添加curl安装并使用阿里云pip镜像加速构建。
