TimelinePanel 重构 Phase 1

抽离常量和工具函数，为后续抽组件做准备。

变更内容

• 新增 constants/timeline.ts：时间线相关常量（图标、标签、缩放、尺寸等）+ getRulerStep() 函数
• 新增 utils/timeline.ts：formatTime()、formatTrimTime()、generateRulerMarks()
• TimelinePanel 主文件引用更新

行数变化

• 主文件：774 → 780 行（import 增加，正常）
• 新增文件：~76 行常量 + 工具

后续 Phase

• Phase 2: 抽 5 个 UI 组件（ClipCard/TimeRuler/AddClipPicker/TrimPreview/ContextMenu）
• Phase 3: 抽业务 Hook
