将格式自动修复改动同步到develop分支：

  1. 去掉Agent/人区分，所有PR只要格式问题都自动修复+push回分支
  2. 添加[skip ci-format-check]防循环机制
  3. 只修格式（black/isort/prettier），ruff逻辑类错误不动
