PR 合并瞬间 push+PR 两套全量测试并行抢 runner。新增 dedupe-check 前置 job：PR 已合并（测试由合并后 push 流水线承接）或同一 head_sha 已有在跑 push 流水线时，PR 侧 7 个测试类 job 跳过。push 侧测试、build-pr、staging/production/canary 全部不动。

in_progress/queued 的 push 流水线时，7 个测试类 job（code-quality、
type-check、migration、unit-tests、integration-tests、frontend-lint、
frontend-unit-test）在 PR 侧跳过；push 侧测试不受影响。build/生产 job 不动。
